I shot a guy who was bending over facing me, basically right through the top of his skull, from sneak and it did like 1/4 of his life (Superior Glass Bow, 10 fire damage enchant, poison applied).
There are way too many times (master difficulty) where I shoot a strong bandit in the ribs, abdomen, throat and head only to have him still coming at me, full speed, with a hammer out looking like a pincushion. I submit that, if I am to die after two arrows, other humanoids should also be dead after 2 arrows. I'd try it out, everything seems pretty cool.
